Experience:

At least 5 years experience in Human Resource Development and Management. Good communication skills, interpersonal skills, proficiency in written and spoken English, excellent computer skills including spreadsheet and database programmes. Knowledge of UN rules and regulations related to human resource management. Training on any degree on HR management will be an added advantage. Fluency in both oral and written English will be vital since all the reporting and correspondence will be carried out in English, knowledge and experience with UN Staff rules and regulations is essential.

Background:

UN-HABITAT has been involved in disaster management and reconstruction of disaster-damaged areas since its inception in 1978.  In Iran, UN-HABITAT supported the preparation of the five volume Guidelines on Earthquake Disaster Management. In Nepal, it provided management and advisory support in the reconstruction of the areas affected by the 1988-earthquake. This included training of artisans, preparing draft seismic and advisory codes, community-based school construction, and technical support to owner-built shelter reconstruction. It was involved in Sri Lanka (landslide hazard mapping), Pakistan (rehabilitation of flood affected areas in Kasur, Punjab), Afghanistan (rehabilitation of war-damaged areas and disaster preparedness through community mobilisation), Mexico (seismic analysis), China (flood-damaged assessment), and Mongolia (risk assessment of Ulaanbaatar). Today it is assisting the governments of Indonesia, Sri Lanka and the Maldives in the reconstruction of Tsunami-affected areas.
 
In Pakistan, the Government-established Earthquake Reconstruction and Rehabilitation Agency (ERRA) has mandated UN-HABITAT to act as its technical advisor on housing and urban re-planning.  To date, UN-HABITAT has received funding support from several donors including UNDP, Japan and the Canadian International Development Agency (CIDA) for various projects including: emergency winterized shelter support, technical and policy support to ERRA, and training support for earthquake resistant reconstruction.

To support these programmes, UN-Habitat is looking for the service of a Human Resources Assistant who will provide assistance and support to the Programme Support Unit (PSU) headed by a Programme Management Officer (PMO) as related to Human Resources and planning functions.

Process advertisement, selection and recruitment of national staff.

Maintain updated personnel records of national and international staff and disseminate as per the standard procedure of UN by ensuring accuracy of information;

Maintain payroll database and processing monthly payroll for project staff;

Orient the project staff on existing staff rules and regulations

Organize staff meetings;

Review and process claims of project staff

Ensure that necessary personnel information are collected from the field offices and processed timely.

Liaise with UNDP Pakistan and UN-Habitat Regional Office and HQ regarding issuance of contracts;

Liaise with Consulates and UNDP on UNLP renewal, official visa and note verbale related issues of national and international staff;

Acquaint with all the projects of UN-Habitat in Pakistan

Acquaint with all the staff rules of UN and any other rules and regulations required to undertake the responsibilities as HR Unit.

Guide and supervise subordinate staff working under HR unit if any

Coordinate and collaborate with other staff of PSU and project;

Maintain proper filing system in the HR Unit;

Undertake any other work assigned by PMO and CTA within the framework of the project and within the capability of the HR Assistant.
