At least 5 of years experience in the respective field. He/She should have the capacity to modulate an efficient accounting system to ensure proper recoding of financial transactions providing an up-to-date information for the purpose of Project Management and the donors. A good working knowledge of the latest MS Office and accounting software will be essential. Fluency in both oral and written English will be vital since all the reporting and correspondence will be carried out in English, knowledge and experience with UN Finance roles and regulations is preferred.

Background:

UN-HABITAT has been involved in disaster management and reconstruction of disaster-damaged areas since its inception in 1978.  In Iran, UN-HABITAT supported the preparation of the five volume Guidelines on Earthquake Disaster Management. In Nepal, it provided management and advisory support in the reconstruction of the areas affected by the 1988-earthquake. This included training of artisans, preparing draft seismic and advisory codes, community-based school construction, and technical support to owner-built shelter reconstruction. It was involved in Sri Lanka (landslide hazard mapping), Pakistan (rehabilitation of flood affected areas in Kasur, Punjab), Afghanistan (rehabilitation of war-damaged areas and disaster preparedness through community mobilisation), Mexico (seismic analysis), China (flood-damaged assessment), and Mongolia (risk assessment of Ulaanbaatar). Today it is assisting the governments of Indonesia, Sri Lanka and the Maldives in the reconstruction of Tsunami-affected areas.
 
In Pakistan, the Government-established Earthquake Reconstruction and Rehabilitation Agency (ERRA) has mandated UN-HABITAT to act as its technical advisor on housing and urban re-planning.  To date, UN-HABITAT has received funding support from several donors including UNDP, Japan and the Canadian International Development Agency (CIDA) for various projects including: emergency winterized shelter support, technical and policy support to ERRA, and training support for earthquake resistant reconstruction.

To support these programmes, UN-Habitat is looking for the service of a Finance Assistant who will provide assistance and support to the Programme Support Unit (PSU) headed by a Programme Management Officer(PMO) as related to Finance, Accounting, Administration functions.

Check and verify overall field financial reports and ensure that reports are in line with the UN financial rules and regulations.

Provide continuous feedback to the field offices in cases of differences in cash books and cash requisition forms.

Scan of all the field petty cash disbursement vouchers and sending them to field at the time a fund transfer is made.

Preparation of Disbursement Vouchers for all HABITAT projects as per the approved documents in the financial system (IABS).

Enter of all authorized miscellaneous obligation document (MODs) received from Habitat Asia Pacific Regional Office in to the IABS system.

Preparation of monthly financial reports for submission to HQ. This involves scanning of all the disbursement vouchers and submission of a scanned version of the report to HQ.

Reconciliation of the monthly bank statement with those of the HABITAT disbursement records and preparation of bank reconciliation.

Periodic visit to field offices and assist Finance Officer in conducting Finance/Admin Workshops.

Meeting all related deadlines;

Handling all project and programme related expenditures;

Monitoring and reconciling accounts payable and receivables;

Assist Finance Officer in the management of the project bank account/s;

Development of programme budget sheets/revisions according to the workplans;

Preparation of monthly, quarterly and annual financial statements;

Maintenance of all records and files related to banking, finance and accounting;

Maintain proper filing system in the Finance Unit;

Any other tasks that fall within the competency of the incumbent.
