Background to the Assignment
The Government of Pakistan has established an Earthquake Rehabilitation and Reconstruction Authority to spearhead the rehabilitation and reconstruction activities, in the wake of devastating earthquake of 08 October 2005, in the eight worst affected districts of NWFP and AJK. The Authority is mandated to:
i. Survey and assess damages and needs in the earthquake affected areas;
ii. Formulate a comprehensive umbrella development plan for reconstruction of the damaged housing, settlements, social infrastructure, economic infrastructure, communication and transportation, energy and defense establishments;
iii. Initiate livelihoods support programmes for the affected population;
iv. Take all necessary steps for early formulation and implementation of the related projects and programmes;
v. Prescribe cost effective technology, building codes, architectural designs, specifications etc. for housing and public buildings to protect against future seismic activity;
To fulfill its mandate, ERRA has established a three-tiered implementation framework for planning, coordination and implementation. At the district level, the lowest tier, a District Reconstruction Unit (DRU), headed by a Programme Manager, is responsible for the overall coordination of needs assessment, planning, implementation and monitoring and evaluation.
ERRA is covering 11 sectors and umbrella sectoral strategies are now being approved. Once approved, the DRUs are required to prepare annual implementation plans for each sector. The existing capacity of DRUs in this regard is still limited and requires urgent additional support. It is therefore intended that one Planning Expert be immediately provided to each DRU to assist them in the preparation of district sectoral plans and the rolling out of approved plans on a fast-track.
The Planning Expert will be based in any of the eight DRUs at Muzaffarabad, Bagh, Rawlakot, Abbottabad, Mansehra, Battagram, Shangla (at Bisham) and Kohistan (at Dassu). Extensive travel in the field and to Provincial/State Reconstruction Agencies is anticipated.
Assistance to DRU in preparation of sectoral annual plans, initially for Health, Education and Water Supply and Sanitation and then other sectors as well, as the Sectoral strategies and umbrella documents become available for remaining sectors.
Making sure that the deadlines specified by ERRA/PERRA/SERRA are adhered to in terms of finalization and submission of sectoral plans to specified forums.
Assistance to DRUs in rolling out of the approved annual plans.
Duties & Responsibilities
Working under the overall direction of Programme Manager, DRU and in close collaboration with concerned implementing agencies, the Planning Expert will be responsible for following activities:
Based on approved sectoral strategies and indicative budgets for the district, assist DRU and implementing agencies in timely completion of detailed annual work plans for individual sectors.
Assist DRU in presentation of plans and getting required approvals at the district and provincial level.
Assist DRU and implementing agencies in rolling out of the approved plans including packaging of schemes, preparation of PC-Is, approval of PC-Is and tendering process;
Assist DRU in periodic progress review of implementation and removal of impediments;
Detailed annual sectoral plans as per approved sectoral umbrella plans and strategies.
The position will be initially for 12 months and may be extended on satisfactory performance of assigned tasks.
The District Planning Expert will be required to furnish a detailed activity plan, with timelines, within fifteen days of his joining DRU and get it approved from Programme Manager. S/he will submit monthly progress reports to DRU, PERRA and ERRA (Planning Wing).
