Description:
 

Background and Rationale

Government of NWFP is executing NWFP -Essential Institutional Reforms Operationalisation Programme (EIROP) in collaboration with United Nations Development Programme (UNDP) and Swiss Agency for Development and Cooperation (SDC). The Planning & Development Department, Government of NWFP has been made responsible for executing the project, through a fully staffed Governance Unit.

The overall objective of NWFP-EIROP is to enhance the well being of the people of NWFP by making the public sector more effective, efficient and responsive through decentralization, informed decision making and capacity building, working towards a system that is participatory, gender sensitive, transparent and accountable to beneficiaries.

The Project essentially comprises of the following Three Major Components:

The capacity of local governance institutions to implement the devolution framework, as provided-for by LGO 2001, is enhanced and the necessary systems and procedures are in place and operational;

Transparency and accountability of local governance institutions is enhanced, and local services are more accessible and responsive to all, and to the women and poor in particular; and

Access to public services, and in particular to justice, is ensured for everyone at the grassroots; notably for women and the poor.

Working Arrangement

The HRD Specialist will report to the Project Management of NWFP-EIROP and work closely with Project Core Staff.

Duties and Responsibilities

He/she will carry out the following specific tasks:

To review all the training programmes conducted so far and devise a strategy for designing and implementation of training programmes.

To develop a training plan for effective and timely implementation of training activities.

To ascertain local training needs and to develop an annual training plan.

To ensure co-ordination and implementation of all training programmes.

To organize and coordinate all arrangements for training courses at various institutions and at the district and local level, on-job training, study tour and regional visits.

To identify different target groups for training programme and make sure that the training needs of women are integrated.

To arrange on-job training with the assistance of project staff, local council members, line department staff, community organizations.

To maintain all relevant information on training being provided by other organizations in the field of governance/devolution and develop linkages.

To undertake evaluation of the training programmes on a regular basis and submit a report at the end of each training activity and make necessary recommendations for future training plans based on this experience.

To undertake any other training/orientation programmes necessary for project interventions.

Duration of the Assignment:

The duration of the recruitment is initially for a period of one year, which may be extended upon satisfactory performance.
