The basis of the three-year Gender Mainstreaming Project is the Gender Mainstreaming Framework developed after detailed consultations with the stakeholders and finalized with the Planning and Development Division of the Government of Pakistan. The Project attempts to achieve six clear-cut objectives; sensitisation, training, gender disaggregated databases, knowledge-based networking, and advocacy for institutionalisation of gender mainstreaming responsibility and accountability.

The Project is located within the Planning & Development Division and Departments, which are mandated with the development policy planning, project appraisal, impact assessment and evaluation. The sensitization aspect has been geared towards senior policy- decision-makers at very senior positions, whilst the training component has been geared towards that level of government, which is dealing more directly in a hands-on manner with policy and development issues. Sensitization also covers the data managers in order to make them more aware of the need for gender-disaggregated data, and thus create a demand for it.

The Project has been formally opeartionalised in seven locations, i.e., Federal, Punjab, NWFP, Sindh, Baluchistan, FANA and AJK. Provincial Project directors have been notified by the GoP, Steering Committees have been also formed by the Government counter-parts and most of the PMU staff has been recruited & located with the concerned P&D, GoP section.

Tasks and Responsibilities

The Administrative/Officer will perform administrative duties to assist the National Project Manager (NPM) in day-to-day management of the project and maintain up date records of the project budget for expenditures and revisions in consultation with the NPM.

Assist in the preparation of monitoring and progress controls set in place by UNDP as per the PCOM;

Arrange meetings, internal and external and perform liaison duties with other units;

Assist with all administrative and logistical arrangements for meetings, workshops conferences;

Prepare different correspondences on the above matters and ensure follow up system;

Assist in preparation of payments requests/travel claims with the supporting documentation and liaison with UNDP for payment follow-ups;

Prepare project budgets and maintain financial disbursements and monitoring systems for monthly submission to UNDP;

Assist in processing financial claims and facilitate approval through ensuring appropriate documentation and record keeping in accordance with PCOM rules;

Handle all financial, matters of the workshops meetings and seminars organized under the project;

Act as focal person for project’s audit;

Prepare and maintain ledger for monitoring financial commitments, monthly financial statements, non expenditure property ledger;

Assist in the processing of financial claims and facilitate approval through ensuring appropriate documentation and record keeping in line with UNDP’s rules;§ Supervise the work of support staff;

Perform any other duties as required.

Supervision:The Administrative /Finance Officer will be supervised by the National Project Manager.
