At least 8-10 years experience of working in a managerial and supervision position. Experience and familiarity with gender issues. Knowledge of finance and experience in developing project budgets and financial reports. Experience of working in development projects would be preferred. Excellent written and spoken English/Urdu.


The National Project Manager is responsible for the planning, implementation and monitoring of the project. This includes:

Coordinate between Federal Finance Ministry (FFM), the pilot districts and other project partners/stakeholders for successful planning and implementation of the project.

Select, recruit and supervise the federal project administrative staff, and assist the NPD and the National Technical Experts to hire resource persons and technical experts (as and when needed) to carry out the project work plan activities.

Manage the mobilization and provision on inputs of the project and production of outputs, according to the project document and the procedures provided in the PCOM.

To engage with the Medium Term Budgetary Framework (MTBF) Secretariat to facilitate the process of incorporation of gender perspective in the ongoing budgetary reforms and to seek consistency across ongoing budgetary reforms through MTBF framework and proposed reforms under GRBI.

To facilitate and support the Poverty Reduction Strategy Paper (PRSP) Secretariat to further strengthen the GRB perspective in PRSP process.

To develop formal linkages with the ministries of pilot sectors along with Planning Division and Ministry of Women Development.

Supervision: The National Project Manager will report to the National Project Director. The terms and conditions of contract will be in accordance with PCOM guidelines.

To supervise the development of awareness raising and advocacy material and its timely dissemination.

To liaise and coordinate with research organizations and official data collecting agencies for research work. 

To liaise with reputable NGOs for bringing them on board to support the GRB processes.

To initiate the process of planning for gender analysis of sectors other than pilot sectors based on the outputs of analysis of pilot sectors.

Prepare and revise project work plans and budgets.

Oversee all the financial and administrative aspects of the project, on a day-to-day basis, as specified in the Project Cycle Operations Manual (PCOM).

Prepare and submit the Quarterly Progress Reports, Annual Project Reports and other required reporting material.

Provide administrative and logistical support to the Federal Steering Committee and other key meetings, which may be held during the life of the project. Such as the “Consultative Group on GRB”.

Assist FFM to set-up a website.

In close coordination with FFM and UNDP, explore the potential for resource mobilization.
