1. Context Sindh and Balochistan provinces of Pakistan were hit by devastating floods during the second half of July, 2003. The UN System in Pakistan, through the UN Disaster Management Team responded to this crisis in a coordinated manner under the guidance of the UN Resident Coordinator. The Bureau of Crisis Prevention and Recovery of UNDP New York allocated a sum of US$ 50,000 to the country office for providing coordination, monitoring and logistical support to the relief assistance in the flood-affected areas. For this purpose, mechanisms were constituted in Sindh and Balochistan provinces to oversee and monitor the delivery of relief assistance provided by the UN System. In Sindh, this mechanism was under the leadership of the Chief, Provincial Office, UNICEF while in Balochistan, it was under the guidance of the UN Provincial Facilitator in Quetta. As the relief phase has now entered into an advanced stage, it has been decided to broaden the scope of UN support to the flood affected areas by undertaking a Rehabilitation Needs Assessment of the worst affected districts of Sindh and Balochistan provinces. This exercise would be undertaken to assess the medium and long-term relief, rehabilitation and reconstruction assistance needs in the worst affected areas of the two provinces. For this purpose, two separate teams would be constituted, i.e., one for each province comprising of members from the relevant UN Agencies and NGOs who have shown interest in joining this work. The UNDP Consultant would be completing this assignment under the overall guidance of the Crisis Prevention and Recovery Unit and day-to-day directions from the Team Leader. The Terms of Reference of the Consultant are as follows: 2. Terms of Reference: In consultation with the Team Leader and the team members thoroughly review the situation of the communication and transportation facilities available in the affected areas and to assess the extent of damage done to them by the heavy rains and floods. In conformity with the questionnaire designed for this purpose, provide specific input to the dimensions relating to logistics, transportation and communications. Under the guidance of the Team Leader, provide detailed and in depth information of the status of infrastructure and buildings in the affected area and assess the damages done to them. To review and assess the situation of shelter available to the affected people and to identify need for interventions and provision of necessary shelter. To assess and identify the adequacy as well as the need for assistance for clothing in the context of the approaching winter season. 3. Profile The candidate should have: an advanced degree in engineering, development or related fields; proven experience of undertaking assessment missions; at least eight years work experience in management, planning and/or project design, implementation and monitoring; a basic understanding of the UN system and its operational modalities; willingness to work in difficult and remote regions; availability for numerous visits outside the base location; excellent communication and IT skills; excellent writing and language skills in English 4. Timing and duration: One month starting from 27 September, 2003. 5. Duty Station: Quetta with travel within Balochistan province.
