The Refugee Affected and Hosting Areas programme (RAHA) has been designed to promote regional stability and compensate for the social, economic and environmental consequences wrought on Pakistani communities by the presence of more than 3 million Afghans over the past 30 years. For the 1.7 million registered Afghans remaining in Pakistan after the large-scale repatriation since 2002, the programme is promoting peaceful co-existence with local communities until conditions in Afghanistan are conducive for their return. The Programme: The overall objective of the RAHA programme is to improve livelihoods, rehabilitate the environment and enhance social cohesion within communities of refugee-affected and hosting areas. Public services are being improved and policies made more effective by strengthening the capacities of the government, community institutions and vulnerable groups. Directly reporting to the National Project Director, Planning and Development Department, Government of Balochistan, and working under the overall guidance of the Project Coordinator based in Islamabad, the key responsibilities of the Provincial Programme Manager include.

• Prepare annual and periodic provincial work plans for the projects
• Responsible for the overall provincial results and performance of the RAHA project according to an agreed work plan for the respective province. Provide technical backstopping to all programme components and ensure that activities are on track and in accordance with the Annual Work Plan.
 • The Provincial Programme Manager will work in close collaboration with concerned officials and partners at the national, provincial and local levels to plan and implement the project. The field manager will be expected to provide strategic coordination support to all partners (Participating UN agencies, provincial governments of Balochistan, Provincial CARs, as well as partner NGOs) through information provision, meetings as appropriate.
• Provide support to the Provincial Task Force in their respective province, headed by the Additional Chief Secretary, Planning and Development departments and consist of representatives from the relevant provincial line departments, provincial CAR, DCOs of implementing districts, UN participating agencies as well as civil society.
• Keep track and maintain accounts of project funds in line with the relevant guidelines of UNDP/PCOM.
• Prepare and submit regular progress reports to the PC, Provincial Project Directors (of the Provincial Governments) regarding status of implementation of project activities.
 •Organize, facilitate and coordinate meetings as necessary.
• The Provincial Managers will be required to carry out regular monitoring of the projects to ensure that the programme is achieving the required targets.
 • Assign responsibilities and deliverables to project staff in consultation with the NPC and Provincial PDs and continue to monitor their progress to ensure that planned activities are successfully completed.
