Context Sindh and Balochistan provinces of Pakistan were hit by devastating floods during the second half of July, 2003. The UN System in Pakistan, through the UN Disaster Management Team responded to this crisis in a coordinated manner under the guidance of the UN Resident Coordinator. The Bureau of Crisis Prevention and Recovery of UNDP New York allocated a sum of US$ 50,000 to the country office for providing coordination, monitoring and logistical support to the relief assistance in the flood-affected areas. For this purpose, mechanisms were constituted in Sindh and Balochistan provinces to oversee and monitor the delivery of relief assistance provided by the UN System. In Sindh, this mechanism was under the leadership of the Chief, Provincial Office, UNICEF while in Balochistan, it was under the guidance of the UN Provincial Facilitator in Quetta. As the relief phase has now entered into an advanced stage, it has been decided to broaden the scope of UN support to the flood affected areas by undertaking a Rehabilitation Needs Assessment of the worst affected districts of Sindh and Balochistan provinces. This exercise would be undertaken to assess the medium and long-term relief, rehabilitation and reconstruction assistance needs in the worst affected areas of the two provinces. For this purpose, two separate teams would be constituted, i.e., one for each province comprising of members from the relevant UN Agencies and NGOs who have shown interest in joining this work. The teams would be completing this assignment under the overall guidance of the Team Leader who would be undertaking this role by staying in touch with Ms. Zeba Bukhari, the UN Provincial Focal Point designated for this purpose. The Terms of Reference of the Team Leader are as follows: 2. Terms of Reference: Under the overall guidance of the Office of the UNRC and day-to-day directions from the UN Provincial Focal Point in Sindh, plan, coordinate and supervise activities of the Rehabilitation Needs Assessment Team. In consultation with the team members and the UN Monitoring and Coordination Team in Sindh, agree on the districts to be surveyed and sectoral coverage based on a thorough review of the assessment questionnaire designed for this purpose. Working together with the team members, provide specific input to the general dimensions outlined in the questionnaire. Review work of the members from time to time and provide needed guidance for maintaining cohesiveness and synergy in the intended outcome. Upon completion of the sectoral outputs by the respective team members, compile the findings and integrate their work in the form of a comprehensive joint rehabilitation needs assessment report. Present the findings of the needs assessment report to the senior level officials in the province and submit the final report to the UNRC in Islamabad. A final presentation of the report to the Donor Community in Islamabad would also need to be made in due course.
