At least ten years experience in field of aid coordination, development cooperation, finance or public administration at national or international level;

Prior experience with UNDP/UN agencies or other international organization, and relevant work experience in developing countries, preferably in the region, will be an asset;

Prior experience of development or government sector in Pakistan an advantage;

Excellent verbal and written English language skills
Excellent communication, negotiation, analytical and organizational skills;

Demonstrated capacity to plan, prioritize and deliver tasks on time to meet goals in a highly pressured environment and to support other colleagues in achieving similar goals;

The enormous loss of life and devastation caused by the South Asia Earthquake disaster of 8 October 2005 resulted in excess of USD 6 billion in pledges being received by the Government of Pakistan. The volume of resources, and the number of organizations now offering support, requires a high degree of coordination to be put in place if assistance is to ensure a timely and effective response during the recovery and reconstruction process.

The Government of Pakistan has requested UNDP support to augment its aid management capacity, including additional staffing to provide expert technical support and to train Government counterparts, as well as the introduction of an information management system to track resources and results.

An international-level Adviser is required to support the leadership and vision of the EAD Project Director in implementing the Division’s aid coordination mandate.

Duties and Responsibilities:

The Aid Coordination Advisor will have the overall responsibility for providing policy and strategic advice to the Project Director for the successful implementation of the Capacity Development for Aid Coordination project. Specific responsibilities include:

Capacity Development: to conduct a needs assessment of structure, systems and staff skills and to develop and implement a strategy and workplan so that a comprehensive approach can be taken to augment and build capacity for aid management across the EAD. The core responsibility of the Adviser will be to mentor and provide on-the-job training to other project and civil servants to enable them to succeed in their roles.

Analysis for decision-making: using the information system, Development Assistance Database (DAD Pakistan), to support the Analysts and Officers in conducting analysis on partner, locational or sectoral aggregates to inform senior level decision-making, including identifying project bottlenecks and recommending steps for their resolution.

Financial Gaps Analysis: support the project team in ascertaining the gap between pledges and project level commitments and disbursements; assessing donor supply against national, location and sector requirements set out in the national recovery plan.

Quality of information recorded: ensure the project and EAD team more broadly succeed in enhancing the quality of information in the DAD to be used for decision making, including accurately breaking down project data by location and sector.

Comprehensiveness of donor information: to support and train the outreach team which is charged with training all partners on why they should report to DAD Pakistan, how to provide monthly updates, and how to prepare reports in DAD Pakistan enabling them to benefit from the process..

Continuous Development of DAD Pakistan: to identify opportunities, together with the project team, for enhancing the scope and functionality of DAD Pakistan so that it serves routine reporting needs of Government and can contribute to strategic decision making.

Outreach to Districts: to support the core project team and outposted officers in ensuring that local-level project monitoring of results benefits and is linked to DAD Pakistan; that discrepancies in progress reported in Islamabad and that observed at local level is fed back into DAD and partners are notified of these discrepancies (feedback loop); supporting decision makers at district level to use DAD Pakistan for strategic planning, identification and resolution of bottlenecks, reporting and monitoring.

Outreach to Line Ministries: supporting the project team in outreach to line ministries at central and local levels, including through the development of training materials for colleagues in line ministries at central and district levels in how best they can use EAD’s information resources, including DAD Pakistan, as a tool in their work.
