UNDP and United Nations Volunteer (UNV) programme are jointly implementing a project titled “Support to Volunteerism Initiatives in Pakistan.” One of the components of the project is to support National Volunteer Movement (NVM) newly established by the Government in response to the earthquake.  In order to enhance the organizational capacity of the NVM at the initial stage, UNDP is recruiting 3 professionals who will work at NVM office.

Duties and Responsibilities:

Under overall guidance of the Chairman & CEO, NVM and with direct supervision of the Deputy Chairman, NVM, the Training & Organizational Development Manager will perform following duties and responsibilities.

Training: The incumbent will provide advice to senior management of NVM on all aspects of training policies, procedures and substance and provide proactive and innovative approaches to delivery of training services; prepare policy papers and briefing notes on issues related to training matters; monitor and ensure the implementation of training policies, practices and procedures taking into account the organizational focus. In this context responsibilities include:

Help coordinate and conduct training needs assessments for Programs of Instruction (POIs) and assist in developing standardized security training policies and standards for organization wide implementation.

Ensure that appropriate learning materials, guide books, and all other instructional materials and appropriate training methodologies are developed for all POIs.

Recommend new and improved instruction methodologies for presentation and facilitation of training courses and plan.

Review/edit training reports for all training courses, in accordance with established procedures, including appropriate recommendations to enhance all training POIs.

Promote cooperation and maintain liaison with agencies, institutions, programs and other organizations on training-related matters.

Design, develop, deliver, coordinate, and evaluate workshops/seminars etc to meet organization and staff needs. These activities include, inter alia, technical and substantive training, leadership and management, communications skills, planning etc.

Develop and maintain a database of information on expertise.

Develop a qualitative and/or quantitative mechanism to determine training quality monitoring indicators; prepare a monitoring plan in close collaboration with operational counterparts; evaluate the effectiveness of the mechanism.

Organizational Development: The incumbent will be supporting the development and delivery of the organizational development strategy within the organization. S/he determines measures and proposes and plans interventions to increase organizational performance and capability:

Develop strategies, guidelines, manuals and tools for translating policy concepts into practical approaches and measures.

Plan and co-ordinate technical seminars, workshops and expert meetings.

Identify emerging issues pertaining to the mandate of the organization; analyze implications and make recommendations on possible strategies and measures; propose plans of action for immediate and long range solutions to various problems confronting the organization.

Develop and maintain relations with government officials, concerned members of the civil society, as well as organizations, international/national NGOs and donor agencies.

Prepare, or oversee the preparation of, input for the senior management’s reports to the government/donor agencies as well as briefings and other such documents. Recommend strategic policy direction to senior staff and other officials with regard to attainment of organizational goals.

Take the lead in seeking technical assistance support from multilateral and bilateral donors in order to implement capacity building projects.

Significant emphasis on gathering and analyzing information pertaining to evolving situations, and on strengthening coherence among the existing advisory, capacity-building, information and liaison functions within the organization.

Establish and maintain contacts with national, regional, and international volunteer/volunteer involving organizations with a view to identifying/incorporating internationally accepted good practices within NVM.

Monitor and assess political, economic and institutional developments around the country, with close attention to potential organizational implications. Produce regular analytical reports for internal and external consumption.

Overseeing the incorporation of policy decisions and strategic guidance into the organization’s work program, including developing guidelines and procedures for the identification, design, development, review, implementation, monitoring and evaluation of activities.

Evaluating the consistency of proposed projects with NVM’s operational strategies and policies.

Preparation of various written outputs, e.g. background papers, analytical notes, reports and studies, inputs to publications, recommendations, etc

Assist in the preparation and follow-up of meetings requiring the personal presence of the senior management. In this regard, organize and prepare background papers, briefing notes and talking points.

Knowledge management within the organization.

Forge strong relationships with funding partners from around the world.

Serve as the principal security advisor on matters that have an impact on the safety and security of staff and volunteers. Maintain regular and effective communications with national security and crisis management bodies.
