UNDP and United Nations Volunteer (UNV) programme are jointly implementing a project titled “Support to Volunteerism Initiatives in Pakistan.” One of the components of the project is to support National Volunteer Movement (NVM) newly established by the Government in response to the earthquake.  In order to enhance the organizational capacity of the NVM at the initial stage, UNDP is recruiting 3 professionals who will work at NVM office.In order to enhance the organizational capacity of the NVM at the initial stage, UNDP is recruiting 3 professionals who will work at NVM office.

Duties and Responsibilities:

Under overall guidance of the Chairman & CEO, NVM and with direct supervision of the Deputy Chairman, NVM, the Finance and Administration Manager will perform following duties and responsibilities:

Direct and provide substantive leadership in organizational support services including in the areas of budget and project finance, technical cooperation, logistical/administrative support etc. Play a key role in strategic planning in particular by ensuring the link between the organizational program aspects and their budgetary and financial implications. The Finance and Administration Manager will be responsible for the following:

Assist the Senior Management in the development of organizational strategies on resource mobilization, and advising on rational financing of the activities. To act as principal adviser to the management on all matters pertaining to administrative support.

Monitor and control budgetary allocations through regular reviews; draft routine and ad hoc outputs; and provide effective monitoring reports and data. Identify deviations from plans and propose corrective measures. Establish and maintain a set of sound policies, procedures, standards and tools which are consistent with organizational policy and practice in order to ensure proper accounting, financial management and control.

The incumbent is expected to analyze budget submissions, obtain clarifications and justifications and prepare budget and budget performance reports for the organization.

Participates in efforts to improve resource planning process, cost standardization, and standardization of sub-allotment process.

Provides advice and guidance to Senior Management on budgetary and financial policies and procedures, including result-based budgeting.

Participates and represents the organization in meetings on matters related to resource requirements, programming and budgetary issues.

Prepares general policy guidelines for various Finance manuals. Ensures that changes in policy are adequately documented and communicated throughout the organization.

Ensure proper adherence to the Financial Regulations and Rules.

Manage/issue allotments, including redeployment of funds when necessary, ensuring appropriate expenditure.

Monitor expenditures to ensure that they remain within authorized levels.

Review all audit observations submitted and draft appropriate response

Monitor periodically variances between approved budgets/allotments and actual expenditures.

Oversee the review and finalization of budget performance reports.

Administer and monitor extra-budgetary resources, including review of agreements and cost plans.

Produce financial reports and statements and respond to audit queries, as required. 

Direct the installation and implementation of financial systems. Evaluate their efficiency, performance and enhancement.

Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained

Perform other related duties, as assigned.
