Post’s Organizational Accountability:
Under the overall supervision of Manager Early Recovery Programme, and as a member of the UNDP Pakistan Management Team the incumbent:
Manages the Sub-Office as the senior resident UNDP Pakistan manager
Assists in developing and implementing strategies, policies, and plans affecting business development, resource mobilization and delivery of country-office programme in the UNDP Pakistan Sub-Office
Manages the overall operational support for all UNDP Pakistan programme activities that fall under the purview of the Sub-Office.
Key Results Expected/Major Functional Activities:
In close liaison with the Manager Early Recovery Programme and the respective Assistant Resident Representatives:
Analyse socio-economic situation and trends, donor and government activity in the area; and help identify opportunities and entry points for UNDP. Keep Senior Management informed of socio-economic developments that may have an impact on the sub-office.
Represent UNDP Pakistan in the area and fully participate in UN coordination mechanism and convey UNDP’s priorities and positions.
Analyse implications of UNDP’s ongoing and planned activity in the area and help translate them into tangible policy positions.
Ensure timely responses to external and internal management reviews and audits; and follow up implementation of audit recommendations
Monitor the overall performance of sub-office projects, by ensuring proper planning, benchmarking and target setting (substantively and financially);
Accesses sources of information (web-based and others), builds knowledge and shares it within UNDP and the cluster.
In close liaison with the Deputy Resident Representative (Operations):
Manage the scope of services required for effective implementation of programmes in the sub office.
Oversee the day-to-day operational and administrative issues of the Sub-Office.
Using Atlas as necessary, manage the transactions of the Sub-Office and ensure they adhere to UNDP Financial Rules and Regulations and UNDP Human Resources management policies and procedures
Approve contracts and Atlas Purchase Orders under specific written delegated authority limits from the Resident Representative and Country Director
Manage personnel matters relating to all staff of the Sub-Office
Oversee management of physical assets and direct the establishment and maintenance of office support systems (premises, equipment, transport/travel, procurement, shipment, etc,)
As Security Focal Point in the Sub-Office, and working closely with the host UNDP Country Office and UNDSS as appropriate, responsible for the protection of personnel and property of UNDP through the establishment and maintenance of contingency plans and procedures for medical and other emergencies. Takes a lead in implementing and maintaining recommended security measures including MOSS and MORSS compliance. Responsible for all coordination with the UN organisation providing common services OCHA
In close liaison with the Senior Management Team:
Plan, design and conduct detailed review on work processes and identify best practices to enhance continuous improvement in the work of the sub office. Drafting terms of reference and job descriptions for consideration by the UNDP management when new recruitment is to be effected.
Examining and ensuring administrative, budgetary, logistical and human resources aspects of the sub office including extra-budgetary activities, and matters related to UNDP unit-wide concerns and administrative processes.
Reviewing the implications of proposed operations and administrative budgets and advising the Manager on appropriate actions.
Identify and participate in capacity building activities, including identifying training needs, establishing training programmes as well as carrying out training evaluations
Manage staff performance, providing an enabling environment for learning, knowledge sharing, skills re-tooling and on-the-job training
Seek early and coordinated responses to problems, bottlenecks and foreseeable crises.
Inform the quarterly reports/briefings prepared for UNDP Headquarters by the UNDP Pakistan office.
Ensuring the consolidation, harmonization of the various UNDP and UN initiatives in the area to create a single efficient operational and client focused support unit that will meet all UNDP operational and administrative needs. Establishing measures for quality control to conform with established standards.
Providing advice and support to the UNDP management on issues of policy and procedure related to administration, personnel and related operational matters.
Developing and guiding the achievement of management results, targets, and success indicators for the Regional Centre. Managing the implementation of corporate performance tools.
Analyze, and, if decided, develop and maintain operations of UNDP project offices to ensure to ensure high quality implementation of projects.
Promotes a learning environment in the Regional Centre including empowering staff to address their learning needs.
Expertise in provision of technical advisory services in relevant practice areas;
