Brief Project Description

The Ministry of Environment is implementing a GEF-UNDP funded PDF-B Project on “Sustainable Land Management Project to Combat Desertification in Pakistan.” The project aims to lay the groundwork for implementation of the full-scale GEF project to combat land degradation and desertification in Pakistan in order to protect and restore degraded ecosystems and essential ecosystem services that are key to reducing poverty.

Duties and Responsibilities:

Under the direct supervision of the Project Manger, SLMP the Admin & Finance Assistant will perform the following tasks :- 

Provide inputs for preparation of cost recovery bills in Atlas for the service & follow up on cost recovery.· 
Provide accounting and administrative support to the Project focusing the following tasks:· 

Proper control of the supporting documents for payments and financial reports, including approval of vendors; preparation of all types of Purchase Order vouchers, salary processing etc;

Maintain internal control system which ensures that vouchers matched and completed, transactions are correctly recorded and posted; and other entitlements are duly processed;

Timely corrective actions on un-posted vouchers, including vouchers with the match exception and  unapproved vouchers;

Maintain up to-date information on the status of financial resources;· Maintain accounts, receivables and recording of deposits;

Manage cash follow & maintain proper filling system of financial & administrative matters;

Timely and accurate preparation of bank reconciliations and management of project accounts;

Meeting all budget and accounts related deadlines;

Prepare quarterly advance requests and monthly, quarterly and annual financial statements;

Assistance in staff recruitment and procurement process;

Prepare TOR for resource persons / short term experts

Prepare different correspondence on the above matters and ensure follow up system.

Participate in Programme matters i.e. preparation of work plan / progress reports / meeting and workshop reports.

Assist in handling logistical and administrative matters of the project, including workshops, meetings, seminars, leave accounts etc.;· Provide assistance for the project budget revisions;

Act as focal person for internal and external financial audits;

Perform any other task assigned by the Project Manager.
