Experience:

At least 5-10 years of experience in project management and monitoring. Past experience of working in the earthquake affected geographical areas would be preferred. Familiarity with the UN rules and principles with respect to projects execution will be an added advantage. Should be fluent in English with excellent report writing capabilities. Ability to communicate in the regional languages would be an asset.

Description:
 

Background

The recent earthquake that hit Pakistan on 08 October 2005 has affected around 3.0 million people. Landslides and loss of topsoil has caused massive damage to the natural resources, which are the source of livelihoods for over 80 % of the local population. The towns of Muzaffarabad, Bagh, Garhi Habib Ullah, Balakot, Machaira, and Batgram, among others have been severely hit. The population is completely marginalized and the pressure on wood for the purpose of cooking and heating is greatly increasing in this period. It is unlikely that there will be sufficient wood for this purpose, and even if there is, these activities, in the next six months will make the living unsustainable in the area. It has also been noticed that most landslides are in the area devoid of trees and thus as the trees are cut down more landslides are expected. 

This project aims to meet the heating and cooking needs through the provision of Liquefied Petroleum Gas (LPG)/ other fuels and utilization of efficient cooking technologies in the earthquake affected areas during 2005-06 winters. Check on air pollution to minimize respiratory problems for communities that are already suffering from injuries. Reduce stress on the women to meet the energy requirements for cooking and heating and enhance their skills for improved livelihoods in the longer run as well as to reduce pressure on forest resources to avoid destruction that potentially is the cause of landslides and water erosion.

Duties

The Regional Managers will report to the Project Coordinator with the following specific tasks:

Lead and manage the regional monitoring teams applying administrative and technical procedures as required by UNDP

Implement all tasks planned for the execution of the project. In this context, coordinate the planning, organization and implementation of all the project activities in a coherent manner under the overall guidance and supervision of the Project Coordinator

Prepare and update progress and financial reports in close coordination with the Project Coordinator

Coordinate with all relevant agencies in monitoring the progress of activities in the field

Actively participate in the implementation of subcontracts, evaluation of tender documents and assume lead role in monitoring the execution of subcontracts in the assigned region

Coordinate and supervise the project activities in the region to ensure efficient  and effective production of outputs

Liaise with UN agencies, government entities, NGOs and CBOs operating in the earthquake areas and participate in cluster meetings organized by the UN System

Timely report to the Project Coordinator on any bottleneck faced in the execution of the project with advice on possible solutions

Establish effective reporting systems between the Project Coordinator and the field monitors.
