At least 10 years of experience in project management and monitoring and should have strong knowledge of administrative and logistical support. Past experience of working in the earthquake affected areas would be preferred. Should be fluent in English with excellent report writing capabilities. Ability to communicate in the regional languages would be an asset.



The recent earthquake that hit Pakistan on 08 October 2005 has affected around 3.0 million people. Landslides and loss of topsoil has caused massive damage to the natural resources, which are the source of livelihoods for over 80 % of the local population. The towns of Muzaffarabad, Bagh, Garhi Habib Ullah, Balakot, Machaira, and Batgram, among others have been severely hit. The population is completely marginalized and the pressure on wood for the purpose of cooking and heating is greatly increasing in this period. It is unlikely that there will be sufficient wood for this purpose, and even if there is, these activities, in the next six months will make the living unsustainable in the area. It has also been noticed that most landslides are in the area devoid of trees and thus as the trees are cut down more landslides are expected. 

This project aims to meet the heating and cooking needs through the provision of Liquefied Petroleum Gas (LPG)/ other fuels and utilization of efficient cooking technologies in the earthquake affected areas during 2005-06 winters. Check on air pollution to minimize respiratory problems for communities that are already suffering from injuries. Reduce stress on the women to meet the energy requirements for cooking and heating and enhance their skills for improved livelihoods in the longer run as well as to reduce pressure on forest resources to avoid destruction that potentially is the cause of landslides and water erosion.


The Project Coordinator will work under the supervision of the Assistant Resident Representative, Energy & Environment Unit, UNDP-Pakistan with the following specific tasks:

Lead and coordinate the activities under the project applying administrative and technical procedures as required by UNDP. These would mainly include procurements, recruitments and sub-contracting

Provide close and regular administrative and technical backstopping to efficiently implement all the project components

Coordinate the technical activities for the project

Lead the team of Regional Managers, Monitoring Officers and training & safety personnel to meet the objectives of the project

Prepare and update activity plans and budgets on a weekly basis, clearly specifying the roles and responsibilities of the field staff

Provide advice to the implementing agencies including UN agencies, government entities, NGOs and CBOs in the distribution and operation of cooking and heating appliances

Closely liase with the UNDP CO and field organizations on fuel distribution and utilization

Prepare TORs for sub-contracts and evaluate tender documents and supervise execution of sub-contracts in line with the standard UN procedures

Coordinate in the organization and implementation of training component, both on the equipment use and safety procedures

Arrange for financial disbursements of the project in accordance with the agreements reached with various donors

Establish reporting systems with the UNDP country office and participate in  relevant cluster meetings

Act as a liaison with national partners, UNDP and other donors providing financial support to the project

Prepare weekly regular and comprehensive progress reports on the status of project activities.
