ยท Be Pakistani national;
ยท At least 5-8 years collective experience as practicing lawyer with adequate exposure to corporate/ company legal affairs;
ยท Possess leadership and problem-solving skills and strong knowledge of Companies Ordinance 1984;
ยท Strong knowledge of governance issues in Pakistan, particularly pertaining to the current national reconstruction process in general and devolution in particular;
ยท Have a strong commitment to community participation and empowerment. Have sensitivity to gender issues;
ยท Demonstrated ability to work effectively and harmoniously with people from different cultures/backgrounds.



Devolution Trust for Community Empowerment (DTCE) is a registered entity, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. DTCE has been funded by a consortium of donors under the umbrella of UNDP Support NEX Project “Support to DTCE”. Details can be found at www.dtce.org.pk

Duties and Responsibilities

The Legal Counsel shall work under the immediate supervision of the Chief Executive Officer. He/She will work closely with other team members and coordinate with the DTCE management team in performing of his/her responsibilities and functions listed below:

1.      Develop DTCE legal policies, systems, rules and regulations;

2.      Be responsible for the legal and filing requirements of DTCE with the SECP, CBR, SBP, income tax and other regulatory authorities and governments agencies;

3.      Develop operating systems and procedures in respect of agreements, contracts and sub-contracts with third party contractors, consultants and short-term contractors;

4.      Register all DTCE contracts and review them to assure compliance with DTCE rules and regulations;

5.      Be mindful of memorandum and articles of associations of DTCE and initiate actions for meeting statutory requirements;

6.      Ensure adherence to all legal formalities and reporting requirements of UNDP, GPO in particular and other donor agencies where applicable;

7.      Take legal and judicial action in respect of recoveries, integrity and breach of contracts;

8.      Register all corruption cases with the prosecutor, NAB or anti-corruption courts and pursue these on behalf of DTCE;

9.      Provide legal cover and support to DTCE as well as all directorates within DTCE;

10.  Assist PMU in respect of legal services directly and through outsourcing where necessary;

11.  Undertake any other work assigned by the management of DTCE.
