Devolution Trust for Community Empowerment (DTCE) is a registered entity, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. Quality assurance is a system of management activities to ensure that a process, item, or services are of the type and quality needed by the organization. The Quality Management Plan used to ensure that the results of technical and field work are of the type and quality needed for their intended use. Elements to be addressed in a Quality Management Plan include: management and organizational structure; quality system description; personnel qualifications and training policies; documentation and records requirements; planning;  implementation of work processes; evaluation of work performed; and quality improvement.

Duties and Responsibilities:

The Programs Quality Assurance Officer will work under the direct supervision of Director C&LGR and overall supervision of CEO, DTCE with the following responsibilities:

1.      To undertake preliminary analysis of project activities and prepare materials to assist the field and headquarters based operational teams;

2.      Locate and summaries key information required for the assessment of the project based activities;

3.      Develop a quality assurance program/ document for project activities in close collaboration with PMU, IME and other relevant operational Directorates;

4.      Monitor the continuous improvement of project activities;

5.      Develop a system of benchmarking for improvements in the weak areas;

6.      Continuously asses the design and implementation of the project activities against the benchmarks of quality standards;

7.      Maintain the database of clear and accurate feedback of strengths and weaknesses from the Field and Headquarters based operational teams;

8.      To participate in all relevant meetings, discussions and write up the reports on each activity assessment and on the overall findings;

9.      Establish the overall level of the quality in implementation and monitoring of project activities;

10.  Make recommendations that can be applied broadly to strengthen the quality of Project activities in implementation;

11.  Identify factors affecting quality and problems encountered in preparation and implementation, and clarify project history and the reasons for decisions taken;

12.  Provide an initial briefing to other team members on quality assurance program to be implemented in the field;

13.  To ensure gender equity, particularly adequate participation of women in training programs implementation and other development activities;

14.  Any other assignment from Director C&LGR, CEO.
