Be Pakistani national;

Strong knowledge of project cycle management and capacity building in relation to local government system;

Have sensitivity to gender issues, strong leadership and problem-solving skills; Have a wide network/linkage with different development institutions in the country;

Demonstrated ability to work effectively with people from different cultures/ backgrounds;

At least 5-10 years collective experience of project cycle management marketing for social services, and community participation systems; particularly awareness raising, capacity building, for bottom-up planning processes;

Working experience, particularly within the context of devolution/decentralization, in the above areas will be an added qualification.


Duties and Responsibilities:

The Capacity Building Specialist would work under the supervision of Director C&LGR and responsible for DTCE systems and training portfolios as defined in DTCE models and DTCE functional work teams as well as providing coordination and continual improvement of these systems and portfolios on regular basis. The person would be responsible for the following tasks:

1. To maintain close liaison with partner associations and CSOs in coordination, planning and implementation of the capacity building modules.

2. To develop curriculum and other relevant material for use in the CCB mobilization campaign and capacity building initiatives.

3. To develop capacity building modules for local elected representatives, state functionaries, partner organizations and other civil society organizations with which DTCE would enter into partnership.

4. To design and execute integrated Training of Trainers (ToTs) programs for capacity building of local CSOs, partner organizations as well as DTCE field operation teams.

5. To maintain and update a database of DTCE certified masters trainers and ensure that DTCE trained resource persons are being used in all local training activities outsourced to local CSOs.

6. To develop a process of continuous quality improvement for capacity building programme and adopt the capacity building methodology of DTCE to the grass root level needs, which includes community mobilization model, awareness building as well as advocacy and coalition building.

7. To identify and assess training needs of DTCE staff at regular intervals and formulate proposals/ training programs for their capacity building in the relevant area.

8. To oversee the implementation of a comprehensive long-term capacity building program of the DTCE headquarter and field operation teams.

9. To develop a monitoring mechanism and oversee the training programs executed by national/ local CSOs to monitor the quality and outputs and inform the Directorate accordingly.

10. To assist the Director C&LGR and CEO on issues related to capacity building.

11. To ensure gender equity, particularly adequate participation of women in training programs implementation and other development activities;
