The incumbent should possess at least 4-6 years relevant experience in donors assisted projects or development agencies with focus on project management, financial management, institutional development and capacity building in public, private and civil sectors and strong commitment to citizen participation and community empowerment. Candidate must have leadership qualities, sensitivity to gender issues, as well as administrative experience in a multi-cultural setting. The candidate should also be capable of working in a highly challenging environment and meeting strict deadlines while demonstrating highest level of responsibility and professionalism.

Preference will be given to those candidates possessing high quality of professional excellence in project management with skills in problem solving, time management and result based management, as well as having wide network/ linkages with different development institutions in the country. Being part of a dynamic team, he/ she must be able to perform effectively as a good team member and equally capable to undertake independent assignments.



The Devolution Trust for Community Empowerment (DTCE) is a non-governmental organization created by the Government of Pakistan though the Nation Reconstruction Bureau (NRB) to proactively promote the community participation elements for the local Government Ordinance 2001

The DTCE vision is of empowered communities of proactive citizens engaged in self-development with the support of local governments. The DTCE mission is to create a new relationship between the citizen and the state based on shared rights and responsibilities for community development. The DTCE strategy promotes community participation through a combination of power and authority, participation and empowerment, networks and movements, markets and incentives, information and technology, ethics and sanctions.

Duties and Responsibilities

The NPM will be responsible for day-to-day operational management of the project in consultation with the National Project Director and mobilize all inputs necessary for project implementation. In this capacity the NPM would be responsible for the following tasks and report to the NPD on regular basis:

Ensure operational management of the production of the project outputs according to the project document and the procedures in the Project Cycle Operations Manual (PCOM);

Preparation and revision of the project work plans, budgets, financial plans, and requests for advances to the Country Office. Ensure settlement of all advances in accordance with UNDP corporate guidelines and financial procedures.

Organization and management of project activities according to the work plan in order to produce the outputs;

Manage and supervise all aspects of project resource utilisation in accordance with PCOM’s guidelines.

Coordination and supervision of project technical personnel;

Coordinate with donor agencies supporting DTCE and follow-up, as required;

Liaise with the Country Office to coordinate project implementation strategies and progress, provide information on priorities and policies of the executing agency and to ensure timely follow-up actions of programming unit on project proposals.

Timely preparation and submission of the Quarterly Progress Reports, Annual Progress Report (APR), Financial Reports and any other required progress reports and assurance that reports prepared by project personnel or participants are prepared as required;

Identification and resolution of implementation problems, with the assistance of the NPD if necessary;

In collaboration with the UNDP Country Office, ensuring that all implementing agency letters of agreement are prepared and negotiated with any participating UN agencies;

Initiation of mobilization of all project inputs not covered by implementing agency letters of agreement in accordance with the relevant procedures in Project Cycle Operation Manual; authorization of expenditures for these inputs;

Responsible for selection, recruitment and supervision of the project administrative support staff;

Prepare terms of reference of all project personnel and short-term national and international consultants to support NPD’s personnel and policy decisions and meet deadlines related to final production of internal and external documents and reports to UNDP.

Contribute in the formulation of any research and policy intervention, as appropriate, based on development experience and research in governance;

Backstop NPD in the process and creation of project related publications, reports, research papers, and presentations, ensure that information available to the NPD is accurate;

Any other duties as requested by the NPD.
