Description:
 

Background:

Pakistan was rocked by an earthquake measuring 7.6 on the Richter scale. This earthquake has devastated, Azad Jammu and Kashmir and northern parts of the NWFP Province. The earthquake has affected more than 4 million people with more than one million in need of immediate relief support. The Federal and Provincial Governments, Donors, NGOs and UN System rushed relief assistance to the affected areas and relief efforts are still continuing to provide support to the seriously affected communities and areas cut-off due to land sliding and bad weather. The Bureau of Crisis Prevention and Recovery of UNDP New York allocated a sum of US$ 100,000 to the country office for providing coordination, monitoring and logistical support to the relief assistance in the affected areas. The Crisis Prevention and Recovery Unit is providing support to the UNDMT Platform for coordination of assessments and response to these disasters. UNDP is also launching a number of recovery and rehabilitation projects for the affectees. To assist the CPR Unit in these tasks, it is intended to engage a Programme Officer for providing of support to the Unit in finalizing, launching and managing various relief and recovery projects currently in the pipeline. 

Description (TORs):

Under the overall supervision of the Project Manager, the Civil Engineer will be responsible for:

Providing technical inputs to the process of rapid damage assessment and emergency housing needs analysis;

Participating in the process for the establishment of monitoring benchmarks for the project outcomes and facilitating a smooth monitoring process for project sites in Bagh and Muzaffarabad;

Supporting and providing technical advice to the staff and implementing partners in tasks related to mobilizing and executing recovery interventions under the project;

Proposing appropriate options for emergency shelter designing and erection;

Facilitating the technical training for self-builders, engineers and building workers and providing inputs in preparation and dissemination of three guidelines on earthquake resilient construction for the self-builders, engineers and building workers, respectively

Providing inputs for monthly progress reports;

Providing inputs for an interim report on the achievements of the project and the lessons learnt, by mid December, for a review meeting with EAD, Government of Pakistan.
