He/she must have minimum of twelve years practical experience in the related fields. Candidate must have a high level of professional excellence with intimate familiarity and working experience of Management Information Systems/local government system in Pakistan.


Develop and implement standard operating procedures for the National Reconstruction Information Management System/National Information Monitoring and Analysis System’s work environment.

Identify and develop indicators for the monitoring and assessment of the state of local governments with reference to the implementation of the devolution philosophy.

Design and initiate development of automated systems based on the indicators identified and with special consideration for GIS applications.

Formulate procedural recommendation for the digitization of district maps to the level of revenue estates. The procedure should cater to the populating of metadata.

Develop standard and intricate reports based on user-friendly querying for the projection and analysis of data.

Facilitate the process of monitoring police reforms for National Implementation Body (NIB) by the use of automated systems. System design should cater to all types of analysis projected as reports, graphs and GIS thematic outputs.

Devise optimal and responsive methodology for conducting surveys with reference to local governments. Ensure that the design parameters cater to the provision of access to all segments within the district.

Collate and process information through automation for the elaborate analysis of election related queries covering all tiers covering all tiers.

Categorize different types of information required by local government entities and transform these into user-friendly systems for implementation in the districts.

Develop and implement strategy for the installation and execution of NARIMS in the rural districts of all the provinces. Articulate support for the implementation through negotiation and dialogue with federal, provincial and district stakeholders.

Initiate the design and development of NARIMS for City Districts and Tehsil Municipal Administration by first identifying and recommending indicators.

Conduct preliminary study on the current procedures of service delivery mechanisms within the scope of local governments, for the possible process reengineering of existing practices.
