The Programme Coordinator will have an expert knowledge of the development landscape and sound understanding of gender issues. Demonstrable experience in programme development, management and coordination. Possess at least 5-7 years work experience on Gender issues, project development & management, preferably with the UN or international development organizations. Excellent written and interpersonnel communication abilities. Experience of working with NGOs and Government is an added advantage.


General Background of Programme

UNDPís GSP (Gender Support Programme) aims to reduce gender disparities in order to contribute to sustainable human development. The Norwegian Government has provided basket funding to the programme, while the Canadian and Swiss Government supports different projects under GSP. The Economic Affairs Division is the coordinating ministry of GSP. The programme is managed by the UNDP Gender Unit, with support from GSPís Management Support Unit, executed by UNOPS. The programme coordinator is a part of the GSP management unit, located within the Gender Unit of UNDP Country Office. The Programme Coordinator will administratively report to UNOPS Bangkok with programme guidance from UNDP Gender Unit.

Purpose and Scope of Assignment:

The Programme Coordinator will undertake the following tasks:

Among GSP Projects
Provide strategic coordination support to the GSP projects through information provision, convening of thematic coordination foras, meetings or orientation sessions as appropriate.

Identify areas for building synergies between projects, highlight duplication of effort, while actively building productive relations with all GSP stakeholders and partners.

Between GSP and Other Partners
Coordinate with gender focal points and streamline the data base on other relevant programmes, organizations and agencies working on gender equality issues

Harmonize GSP interventions with those of GRAP in pursuit of effective and efficient implementation. Identify areas for cooperation to generate increased recognition of UNDP gender equality initiatives in Pakistan.

Monitoring and Reporting:

The Programme Coordinator will be required to submit:

Annual GSP work plan submitted within 15 days of the end of the calendar year.

One biannual progress report and one annual progress report within 15 days of the end of the half year or year respectively. The reports will be strategic monitoring tools addressing:

Consolidated project results and impact under the three GSP pillars, reporting progress against strategic UNDP CPAP outputs.

Key implementation issues and risks affecting workplan implementation and proposed mitigating strategies.

Document experiences and strategic lessons learnt.

Budgetary and financial expenditure details.

Performance of management support unit in implementing its workplan.


Prepare annual management unit support work-plan and budget.

Facilitate the convening of annual GSP Steering Committee meeting in cooperation with the Economic Affairs Division.

Assist project implementation in close collaboration with the Programme Officer Gender Unit, to ensure conformity and coherence with project outputs and compliance with PCOM procedures. For example facilitate recruitment, subcontracting, procurement processes to expedite project delivery.

Facilitate timely budget revisions to ensure effective delivery

Resource Mobilization:

To assist in the mobilization of financial resources for GSP projects and prepare cost sharing agreements in line with donor requirements


The Programme Coordinator will be evaluated by UNOPS Bangkok in consultation with Gender Unit/Assistant Resident Representative of UNDP based on:

Substantial input towards project delivery. (UNOPS)

Demonstrated coordination initiatives, within GSP and with those of its partners. (UNOPS/Gender Unit/ARR)

Strategic monitoring and substantive reporting of the GSP. (UNOPS/Gender Unit/ARR)

Supervision: The Programme Coordinator will administratively report to UNOPS Bangkok with programme guidance from UNDP Gender Unit.
