At least 10 years experience in advising large-scale governance programmes, with strong substantive knowledge and skills in the fields of governance, decentralization, community participation, change management, strategy development and capacity building.

Leadership and administrative experience in a multi-cultural setting

Strong understanding of governance issues in Pakistan, particularly, pertaining to the current national reform process, devolution and the Local Government Ordinance 2001.

Strong commitment to community participation and empowerment.

Strong leadership and problem solving skills

Capacity to develop a strategic vision as well as ability to inspire and influence action.

Background and Rationale

NWFP Essential Institutional Reforms Oeprationalisation Programme (EIROP) is a joint venture of the Government of NWFP, UNDP and the Swiss Agency for Development and Cooperation (SDC) and is executed by the Planning & Development Department for the Government of NWFP. EIROP aims at promoting good governance, institutional reforms, gender sensitiveness and participatory capacity building of state functionaries, public representatives and civil society in NWFP. EIROP focuses on issues of participation, responsiveness and accountability.

Objective 1:The capacity of local government institutions to implement devolution framework is enhanced, and the necessary systems and procedures are in place and operational.

Objective 2:Transparency and accountability of local governance institutions is enhanced and local services are more accessible and responsive to all, including women and the poor.

Objective 3:Access to responsive public services, and in particular access to justice, is ensured for everyone at the grassroots, notably for women and the poor.

Working Arrangement

The Governance Advisor will work under the overall supervision of the NWFP EIROP Management.

Duties and Responsibilities:

The Governance Advisor will provide substantive technical support and guidance to effective implementation of the EIROP programme. He/she will advise the implementing partner on the production of outcomes for the achievement of impacts and the project management on the production of project outputs. The Governance Advisor will work under the direct supervision of Project Management.

Assist the project management to engage provincial and district government in enhanced dialogue and collaboration on local governance and decentralization with civil society.

Provide substantive analytical and programmatic support to participatory planning, fiscal decentralization & capacity development activities.

Advise on mechanisms for feeding back lessons learnt to district, provincial and federal government and ensure appropriate linkages and cross fertilization with NRB formulation of decentralization policy.

Advise project management in developing detailed project work plans (sequence/schedule of activities, planned delivery of outputs, responsibilities for managing activities, resources required and time line for implementation).

In interface with project management, review activity reports and financial statements to determine progress and status in attaining objectives, and revises objectives and plans in accordance with current conditions.

Advise project management in selection coordination, monitoring and evaluation of contracted civil society organizations, consulting firms, and individual consultants, both national and international.

Advise project management in the mobilization and administration of project inputs, international project personnel, procurement and contracting, including arrangements for overseas training and study tours.
