The candidate should possess necessary knowledge, skill and expertise to undertake such assignments. He/she must have 10 years of practical experience in actually running administrative systems and overall governance experience including planning, implementation and monitoring of public sector organizations, development programs and projects of socio-economic significance. He/she must possess strong research & analytical aptitude and high level of professional excellence with intimate familiarity of Government systems and procedures.

Description (TORs)

Advise in reviewing and creating an inventory of the various types of current provincial administrative structures and their hierarchies including line departments, directorates, attached departments, autonomous bodies, commissions and other authorities modified by devolution and recommend policies accordingly.

Advise in reviewing and creating an inventory and analysis of the respective functions, rules, procedures, and capacities of the structures of government departments.

Advise and recommend in designing draft amendments in the codal structure to shed the executive functions of the devolved subjects at the provincial level and create in their place introduction of regulatory functions relating to inspections, special audits, capacity building, setting standards, rule making, information and research, legislation, coordination, policy research and dissemination.

Provide recommendations on procedure code and rules for the conduct of routine time bound regulatory functions by the provincial level departments / structures required for the regulation of devolved subjects and their functioning through the provincial local government commission and the Provincial Finance Commissions (PFCs).

Review reports, proposals, documents and work compiled in the related field for further analysis or other work assigned and give presentations to the Chairman, NRB and concerned Think Tank(s).

Perform any other activity assigned by the Focal Consultant and   Chairman, NRB.

Supervision:
The Advisor will report to the Focal Consultant on Devolution related Provincial Restructuring under the overall supervision
