The candidate should possess a Bachelors Degree in Commerce/Accounts with 5 years of relevant experience. Experience of donor funded projects shall be preferred. Knowledge of computers and use of accounting software is essentially required.


5. Background Supporting pro-poor governance for the legal empowerment of the poor (Pro-GOLE) is an initiative undertaken by the UNDP aimed at increasing the legal awareness of the disadvantaged and marginalized sections of society. SMEDA is responsible for the implementation of pillar 4 of the project titled ‘Right to do business’ which shall focus on protecting and advancing the legal rights of marginalized and informal businesses. 6. Project Objectives The pillar 4 outputs shall be viewed from the standpoint of the demand and supply side distinctively, i.e. firstly, legal services outreach shall be extended to marginalized/informal businesses and secondly, marginalized businesses shall be mobilized to access legal/business services. Both the dimensions shall consist of a number of activities that will implement the overriding objective of facilitating and mobilizing marginalized and informal business towards enhanced legal awareness and protection. 7. Job Rationale The organizational structure conceived/determined to achieve project objectives requires a full time Account and Admin Officer. 8. Duties and Responsibilities The Accounts and admin Officer shall be responsible for carrying out the following duties and responsibilities under the guidance and supervision of the Program Officer.  Assist the Program Officer in the preparation of budgets and financial plans.  Maintain financial records of all received project funds and disbursements and manage their utilization in accordance with the work plans.  Develop and process requests for receiving monetary advances from the UNDP Country Office and ensure settlement of advances in accordance with specified guidelines and procedures.  Process financial claims and facilitate approval through appropriate documentation and record keeping in line with UNDP procedures.  Prepare Cash payment/Bank payment/ Journal vouchers together with complete supporting documentation with reference to every financial transaction.  Prepare and maintain ledgers relating to financial commitments, monthly financial statements and a non- expendable property ledger.  Maintain financial disbursement ledgers for all expenditures in accordance with financial management procedures.  Update all other financial ledgers; maintain project accounts and petty cash accounts in accordance with UNDP rules.  Prepare payment requests/vouchers/travel claims with thorough documentation before handing over to the relevant person for signatures.  Facilitate and act as focal person during the project audits by internal/external auditors.  Resolve issues relating to taxes and duties on project procurements and transactions.  Provide support services and advise staff members in financial matters pertaining to the project.  Generate purchase orders for procurement of equipment, stationary etc.  Coordinate with Regional Coordinators for meeting administrative and financial requirements for field activities.  Liaise with vendors/suppliers for quality discrepancy and maintenance issues.  To perform any other duties as may be required to perform with reference to the financial management of the project.
