Description:
 

 
1.    Context
 
UNDP is supporting the Government of Pakistan (GoP) in establishing policy, legal and institutional arrangements for Disaster Risk Management (DRM). The purpose of UNDP support is to develop and strengthen capacities of the GoP at national, provincial and local levels to adopt strategies for reducing threats of disasters and minimizing the impact of disaster events upon communities.
 
The GoP has established policy and institutional mechanisms at national, provincial and district levels. A National Disaster Management Ordinance has been issued in December 2006. Under the Ordinance, now an Act 2010, a National Disaster Management Commission (NDMC) and a National Disaster Management Authority (NDMA) has been established. The NDMC has notified the provincial, regional and state governments to establish disaster management authorities at provincial and district levels.
 
In order to develop capacities of the newly established national, provincial and district disaster management authorities, the UNDP is working closely with the NDMA, PDMAs and DDMAs. ‘One UN Disaster Risk Management Joint Programme’ has been signed to support implementation of the “National Disaster Risk Management Framework for Pakistan 2007”. 
 
Historically disasters have affected all development sectors by destroying schools, hospitals, roads, telecommunication infrastructure, industries, settlements, housing, agriculture, environment etc. However, current development practices of various Ministries, Departments and Donors are not fully considerate about risks posed by natural and human induced hazards. Therefore, important infrastructure is built in locations that are prone to natural hazards; e.g. earthquakes, floods, landslides or human induced hazards like urban fires and technological accidents.
 
To address the above mentioned issues, an important initiative under the ‘One UN DRM Joint Programme’ is to integrate Disaster Risk Reduction (DRR) into the development policy and programming of concerned development actors. The primary objective of the initiative is to ensure that future development programs and projects of selected Ministries / Provincial Departments / Districts and donors in disaster prone areas incorporate elements of disaster risk assessment and risk reduction in the planning, design and implementation stages so that sustainable physical and socio-economic development could be achieved by minimizing shocks from disasters.
 
For implementation of this initiative, a National Working Group on Disaster Risk Reduction (NWG) has been formed in NDMA, comprising members from selected Ministries and lead donors. The Ministries directly dealt by UNDP include P&D (Planning Commission), Housing and Works, Water and Power, Industries, Production, Defence, Communication, Railways, Petroleum & Natural Resources; Information & Broadcasting; Capital Administration & Development Division. Selected international donors include WB and DFID. MWG within each Ministry has been formed to implement sector-specific DRR Strategies. NDMA is working with these Ministries to develop their capacities in incorporating disaster risk assessment and risk reduction in actual design and implementation of their development projects based in high risk zones, and now wants to expand the initiative to provinces and districts.
 
 
Job Description:
 
2.    Objectives of this Consultancy
 
The main objective is to provide support to PDMA-KP to initiate Mainstreaming DRR in Development, following the experience gained at national level. The significant target will include formation of Provincial Working Group (PWG) on DRR, and Development of Strategy and Framework for next 10 years for DRR mainstreaming in the Province, based on rapid need assessments in each sector. It will also include initial capacity building on DRR Mainstreaming of PWG members and other concerned officers from various provincial departments.
 
The Consultant will work in close coordination with DG-PDMA and Provincial DRM Coordinator under overall supervision of DRR Mainstreaming Expert based in Islamabad.
 
 
3.    Reporting
 
The Provincial DRR Mainstreaming Consultant will report simultaneously to the Director General – PDMA and DRR Mainstreaming Expert, One UN DRM Joint Programme.
 
4.    Duties / Responsibilities / Deliverables
 
The Provincial DRR Mainstreaming Consultant will perform / deliver following tasks / activities:
 
              i.        Establish effective coordination mechanism among NDMA, PDMA, Planning Commission, Provincial  P&D Department and other partner provincial departments / organizations for implementation of activities for Mainstreaming DRR into their development policies, plans and programmes, and routine O&M;
             ii.        Raising overall awareness on DRR Mainstreaming among the above mentioned stakeholders in the Province;
            iii.        Pursue the formation of PWG on DRR, develop its TORs, and conduct its meetings;
            iv.        Conduct survey, collection of relevant information for gap analysis and need assessment for DRR Mainstreaming in the province;
             v.        In consultation with PDMA, PWG and other stakeholders, develop overall and sector-specific strategy and framework for next 10 years for DRR Mainstreaming in KP Province;
            vi.        Finalize and pursue for notification of the Strategy and Framework on DRR Mainstreaming;
           vii.        Pave a way for integration of DRR / DRM aspects into provincial development plans and other development strategies;
          viii.        Conduct initial capacity building activities on DRR mainstreaming;
            ix.        Attend NWG and PWG meetings;
             x.        Coordination with other UN agencies working in the joint DRM programme;
            xi.        Any other activities assigned by DRR Mainstreaming Expert with regards to mainstreaming of DRM;
 
 
National Project Manager / DRR Mainstreaming Expert may assign any other activity to the DRR Mainstreaming Coordinator with regards to DRR mainstreaming in any development sector.
