Description (TORs)

Duties and Responsibilities The Gender Planning, Monitoring and Evaluation Specialist will be responsible for the following tasks

Advisory

Provide strategic advise as requested to MOWD on the implementation and monitoring of the National Policy for Womens Development and Empowerment, National Plan of Action for the Advancement of Women (NPAAW), Beijing Platform for Action (PFA) and the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW)

Assist MOWD in mainstreaming gender issues through the structures and process of MOWD and WDD and in developing gender sensitive policies, programmes and projects.

Provide inputs for mainstreaming gender in major development programmes of Pakistan

Planning and programming

Act as a catalyst in planning programs in those areas of the NPA that are not covered by existing institutions.

Formulate programmes that lead to substantive impact keeping in view the targets set in the Government policy documents and mobilize resources for the programmes through Governments and Development partners efforts.

Develop and implement effective monitoring and evaluation mechanisms for the NPA, from the national to grass-root levels and vice-versa

Assist in annual gender responsive development planning of MOWD

Capacity building

Strengthen the Ministry of Womens Development, and the provincial Womens Development Departments, to fulfill their role of catalyst, more effectively, and to ensure integration of gender concerns in every sector of development through building of linkages with all government ministries/departments.

Conduct gender sensitization trainings for MOWD and WDD staff

Advise MOWD on the efficient allocation of funds in PSDP 2004-2005 for optimum utilization of funds.

Build the capacity of MOWD to assist in overseeing of the execution of the implementation of MOWDs funded development projects.

Monitoring and Evaluation

Appraise the relevance of the proposed monitoring and evaluation system, including the availability and use of gender-disaggregated data and gender sensitive indicators suitable for measuring womens participation and empowerment.

Development of a gender-responsive M & E mechanism and indicators.

To carry out any other duties assigned by the Advisor to the Prime Minister/Minister in charge, Secretary and/or Additional Secretary, MOWD
