He/ she must have a working knowledge and understanding of training skills with demonstrated experience in institutional capacity building and participatory development.
The person should have demonstrated leadership qualities and would be able to work as an effective team member, possessing skills in facilitation, organizational development, analysis, communication and presentation, information system development and technical report writing. Familiarity with UNDP rules with respect to national execution modality will be an added advantage.

Background and Rationale

NWFP Essential Institutional Reforms Operationalisation Programme (EIROP) is a joint venture of the Government of NWFP, UNDP and the Swiss Agency for Development and Cooperation (SDC) and is executed by the Planning & Development Department of the Government of NWFP. EIROP aims at promoting good governance, institutional reforms, gender-sensitive and participatory capacity building of state functionaries, public representatives and civil society in NWFP. In its phase II EIROP is to focus on issues of participation, responsiveness and accountability. The project will appoint a full time HRD specialist for a period of three years. The Specialist will serve as one of the core staff member and provide substantive support and report directly to NPM/NPD.

 Working Arrangement

 The HRD Specialist will work under the overall supervision of the NWFP EIROP management.

 Duties and Responsibilities

He/she will carry out the following specific tasks: 

  1. To review all the training programmes conducted so far and devise a training strategy to consolidate and further develop capacities for local governance.
  2. To develop a training plan for effective and timely implementation of training activities. To ascertain local training needs and to develop an annual training plan.
  3. To be responsible for regular identification and implementation of training programmes in close co-ordination and collaboration with the concerned departments.
  4. To ensure co-ordination and implementation of all training programmes. Also to ensure that training programs have achieved the basic objectives of the program.
  5. To organise and co-ordinate all arrangements for training courses at various institutions and at the district and local level, on-job training, study tours and regional visits.
  6. To identify different target groups for training programmes and, make sure that the training needs of women are integrated. To develop a special strategy for ensuring that programme is accessible to women in the project area and to work on these issues with female members of the Local Councils.
  7. To arrange on-job training with the assistance of project staff, local council members, line department staff, community organisations and outside resource persons, if required.
  8. To maintain all relevant information on training being provided by other organizations in the field of governance/devolution and develop linkages.
  9. To undertake evaluation of the training programmes on a regular basis and submit reports at the end of each training activity and make recommendation for future training plans based on this experience.
  10. To undertake any other training/ orientation program necessary for project interventions.
