The City Manager/Urban Poverty Specialist will be a technical person, expert in social mobilization, micro credit and enterprise development and income generation. The City Manager/Urban Poverty Specialist will be responsible for the daily running of the project office. S/he will plan, implement and evaluate project activities and will perform following specific tasks:
Ensure the overall quality of the development work undertaken by the project.
Coordinate and supervise the work of the project at city office and represent the project in all formal meetings.
Prepare, implement and follow up project work plans, including annualized targets, indicators for monitoring progress and data collection procedures.
Direct and oversee all technical, financial and progress report on monthly, quarterly and annual basis to be reported to Programme Manager.
Interact with donors and mobilize local funds.
Arrange high-level workshops/symposia and policy dialogues.
Arrange and monitor study-tours, evaluation missions and special studies to be conducted under the project. Review reports submitted by the consultants and integrate the findings in the programme activities.
Oversee project procurement of equipment and vehicles, and ensure their proper maintenance, project inventory and logbooks.
Personnel management at the city level
Ensure timely delivery of inputs and outputs in accordance with UNDP rules and regulations
Impart training program, on the basis of careful assessments of training needs and demands among the project staff and stakeholders.
Develop and implement participatory monitoring and evaluation mechanisms for the project.
Develop strategy papers and technological packages for various aspects which should be situation specific and adaptable by the communities.
Advise PM/PD on technical issues of the subject for effective implementation of program activities.
Generate material for policy dialogue, media and advocacy.
