The GIS and Forecasting Expert should be a renowned scientist. He/She will closely work with local communities, line departments and NGOs and will spend some 20% of the time in the field. Special requirements of the position are as follows:

10-12 yeas of practical experience in GIS, ecological monitoring. Excellent computer skills in GIS, crop/weather simulation modeling and electronic communication. Internet surfing, data analysis / presentation and report writing.
At least 5 years of experience with any international agency or project of national significance.


Duties and responsibilities

Under the overall guidance of the National Project Director and direct supervision of the Programme Coordinator, the Geographic Information System Specialist will:

Establish a geographic database for the natural and human resources/development of the Province of Balochistan in collaboration with the Program Specialists and line departments.

Collect, standardize, validate and record existing data from various sources, including topographic maps, satellite images, survey reports and the databases of Education, Health, IMPLAN, Irrigation and Public Health Engineering Departments and create a comprehensive, spatially related information system for the Program districts. Time permitting, expand the system for the entire province.

Examine the findings and proposals arising out of the participatory community development activities and information on on-going projects from the agencies concerned and establish a database of information at the village level.

Assist the Meteorological office in running the NOAA satellite receiving station and processing the relevant data provided on climate and ecology.

Collect and analyze data from the satellite receiving station according to the protocols set by the Ecosystems expert and conduct field studies (at least 20% of the time) to validate the data.

Facilitate the Meteorological Department in running the NOAA satellite receiving station and processing the relevant information provided on climate and ecology, including the 10 daily NDVI to obtain data on the changing vegetation cover of selected areas.

Prepare a digital elevation model for program areas using 1: 50,000 scale topographic maps or equivalent.

Design and adopt systems to carry out error rectification, filing and record keeping.

Prepare ecological monitoring and development information reports for the Government and facilitate flow of information to the civil society.

Regularly collect feedback about the GIS reports produced by the unit and collect data for documenting the outcome/impact of Program interventions including the GIS component.

Train counterpart staff and other interested in GIS.

Carry out any other duties that may be assigned by the Program Coordinator and the National Programme Director.

Must Degree Degree Level Country Description
YesM.ScMasters DegreePhD/MSc degree in GIS with sufficient experience in ecological monitoring via satellite data.
