TERMS OF REFERENCE
CONSULTANTS FOR SHRIMP PRODUCTION
Pakistan being located in the northern part of the Arabian Sea have a stretch of about 772 km long northwestern region (or Mekran Coast) extending from Hub River to the Iranian border. Pakistan is endowed with rich fishing potential and it plays an important role in Pakistanís economy. It is the source of livelihood for the coastal population. Realizing the potential of shrimp production, the Federal and Provincial governments are taking a number of initiatives to improve and develop this sector. These include the strengthening of extension services, the introduction of new fishing methodologies, the development of value-added products and the promotion of fish as a food source to increase individual fish consumption, all of which aim to improve the livelihoods of Pakistanís fisher communities.
The UNDP funded Area Development Program intends to award a feasibility study for exploring possibilities of shrimp production in the coastal areas of Balochistan.
Scope of Work
The consultant will have to perform the following tasks:
Review various publications of the Government, donor assisted projects and NGOs related with fisheries production and poverty in the coastal areas of Balochistan.
Undertake visits to the coastal towns (Gawadar, Pasni, Ormara, etc.) and conduct interviews of the people associated with fisheries using a structured questionnaire.
Meet with the key Government officials, major NGOs and private sector organizations engaged in fisheries production.
Collect first-hand information related with fish production in Pakistan.
Collect information related with shrimp production in neighboring countries.
Assess the potential of shrimp production in Pakistan and possible export to other countries.
Review the literature on shrimp production and recommend the type of shrimp species which can grow in the Pakistan environment, and propose methods of production on commercial scale.
Prepare a comprehensive report on the situation of fisheries production in Pakistan, possible areas in which shrimp can be grown, type of species and methods of shrimp production on commercial scale, potential of shrimp usage within the country and possible export.
Interact with potential donors with UNDP support to explore the possibilities of partnership in the project.
Present the findings to the potential donors and high Government & UND officials.

The consultant will work under the direct supervision of the National Project Director of Area Development Program Balochistan and the Chief, Sustainable Livelihoods Unit, UNDP, Islamabad.
