Background                          
The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV. Pakistan’s police forces are the Government’s first responders and primary preventers of crime that affects the lives of ordinary citizens. The Country Programme through its Sub-Programme 2 supports the development of police management and operational capacities, community policing, for example in human resources, training approaches, and crime data collection. A likely primary area for attention is crime scene management and forensic capacities. 
In order to develop the Government of Pakistan’s policing capacities and to react in a strategic manner, UNODC Pakistan requires the services of a junior-level international consultant to assist in overseeing the work being undertaken as part of Outcome 4 “More effective investigation of criminal cases” under the Country Programme’s criminal justice component. Specific input is required for the start-up of Crime Stoppers Pakistan as part of community policing and a strategic roll-out plan for improving crime scene investigations.
Assignment Objective
The objective of the consultancy is to support the start-up development and implementation of Outcome 4 of the Country Programme. Specifically, the consultant will complete background research and draft strategy documents and implementation plans that will assist in the implementation and oversight of activities to be undertaken as part of Outcome 4. The management of COPAK will be advised on identified needs and issues that UNODC should address.
Responsibilities
The incumbent will work closely with the Criminal Justice Advisor, the Policing Programme Officer and COPAK colleagues under the supervision of the Representative of the Country Office for Pakistan.
The Law Enforcement and Policing Research Consultant will undertake the following substantive duties:
1.       Assist in managing the implementation of policing work under the Country Programme, in particular by developing the Crime Stoppers plan in collaboration with Crime Stoppers Pakistan, and the drafting a crime scene investigations plan and roll-out strategy;
2.       Assist in coordinating UNODC’s policing work with the Government ministries and law enforcement agencies and ensure synergies with Government policies and frameworks;
3.       Assist in monitoring and providing reporting on programme progress towards outcomes within the framework of the Country Programme;
4.       Maintain updated data and information on UNODC programmes and activities, as well as on activities of other multilateral and bilateral stakeholders for a variety of internal and external purposes (e.g. donors’ requirements);
5.       Prepare and organize a variety of written outputs regarding Outcome 4, such as background papers, concept notes, working and position papers, presentations, briefing notes as well as regular documents, such as correspondence with Governments and mission reports.
Expected Deliverables
1.       Plan for establishment of Crime Stoppers in Pakistan, and related documents;
2.       Plan and roll-out strategy on crime scene investigations;
3.       Analytical research reports on the ability of Pakistan to generate, manage, analyse, report and use drug and crime data;
4.       Prepare advisory notes to guide the Representative and COPAK colleagues to ensure work will be well received by internal and external audiences;
5.       Presentations, materials and related reports to be used with internal and external audiences.
Qualification and Experience
·         A junior international professional, holding a Master’s degree in Social or Political Science, International Relations, Economics, or Public Administration, plus approximately 2 years of relevant research experience including in developing countries in areas related to crime and drug control.
·         Capacity to review documents and conduct interviews as part of background research.
·         Ability analyse needs and formulate draft recommendations on appropriate responses for colleagues and management.
·         Ability to produce concise and reports and presentations.
·         Excellent verbal and written communication skills in English.
·         Ability to work under pressure and to tight deadlines.
Methodology
Completion of the research and generating deliverables will require the Law Enforcement and Policing Research Consultant to be based in Islamabad. The Policing and Law Enforcement Research Consultant will undertake research via document review, as well as through interaction with concerned ministries and agencies and international partners.
Planning and Implementation Arrangements
The Policing and Law Enforcement and Policing Research Consultant will be based in COPAK and work closely with the Country Representative and COPAK colleagues. The Country Representative will support and guide the work of the Consultant.
The Policing and Law Enforcement Research Consultant will have documents approved by the Representative prior to release.
Payment Schedule and Rate
The Law Enforcement and Policing Research Consultant (Junior-Level International Expert) will be issued a consultancy contract and paid on a monthly basis in accordance with United Nations rules and procedures. Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.
Documents Required for Application Submission
Interested candidates are requested to submit a technical and financial proposal with the application. The technical proposal should include the following details:
1.       Cover letter explaining interest for the position.
2.       Detailed P-11 form.
3.       Proposed methodology and workplan for the deliverables stated in the Terms of Reference.
The financial proposal should indicate the lump sum amount/fee for the entire set of consultancy services.
