The incumbent should hold an advanced degree (preferably Ph.D.) in Environmental Engineering/Management/Studies or Environmental Economics or another closely related field. In case of a government servant, he should be in grade-20 with adequate management and leadership qualities and known capacity for networking and development of projects.. A good understanding of issues involved in poverty-environment nexus within Pakistani context is essential. Prior experience with capacity/ institution building programmes/projects will be highly desirable. Experience of managing M&E systems would be an asset. Familiarity with the UNDP rules with respect to national execution modality will be an added advantage. Should be fluent in English with excellent report writing capabilities.


Description (TORs):

The NPM will serve as one of the core staff of the PMIU to provide technical support and assistance to the National Programme Director (NPD) in all aspects of programme development, management,  coordination, and monitoring. The incumbent will work under the supervision of the NPD, and in collaboration with the staff of the PMIU and relevant PIUs to carry out the following specific tasks.

Lead and manage the PMIU, applying administrative and technical procedures as required by the Ministry of Environment and  UNDP.

Provide close and regular administrative and technical backstopping to all programme components and respective PIUs.

Coordinate the technical activities of all programme components.

Prepare  and update consolidated work plans and budgets for the PMIU, and prepare job descriptions for the support staff in the PMIU.

Provide assistance to the implementing agencies in the preparation and regular updating of their respective work plans, and monitoring of the progress of planned activities.

Coordinate resource mobilization efforts to be initiated under the programme.

Organize quarterly meetings of the PIC, and assist the NPD in organizing bi-annual meetings of the PSC.

Ensure finalization of detailed concept papers for different programme components in collaboration with the national/international consultants/experts.

Assist the implementing agencies in the preparation of TOR for the national and international consultants, and in the identification and evaluation of perspective candidates.

Assist the implementing agencies in the preparation of TOR for subcontracts, evaluation of tender documents, and execution of subcontracts.

Participate in the development of methodological framework for various technical studies to be carried out under different sub-programmes.

Assist the implementing agencies in the organization and implementation of training programmes.

Arrange for financial disbursements of the programme budget in accordance with the agreements reached with the implementing agencies.

Establish reporting systems between the PIUs and PMIU.

Lead the preparation of  APR and  progress/financial reports of the whole programme.

Act as a liaison with the  national implementing agencies, UNDP, and other donors providing financial support to the programme.

Assist the implementing agencies in the finalization of planned outputs in the form of reports and technical papers for publication and distribution.
