Project Title:  Productive Use of Renewable Energy (PURE)

1. Post Title:  Consultant

2. Duration:  30 Working Days

3. Duty Station: Islamabad and Field (District Chitral) 

4. Duties and Responsibilities:

The Consultant will conduct a feasibility study for the “Establishment of Repair & Maintenance Workshop & Spare Parts Ware House at Garam Chashma, District Chitral to provide support to Micro Hydro Energy Projects / Power Plants in the area” as detailed below

i. To visit and assess micro hydropower plants at Garam-Chashma area of district Chitral:

• Name & location of the MHP Plant;
• Year of plant installation;
• Installed by;
• Owner of the MHP Plant /local support organization.

ii. To conduct study of the following equipment at each of the MHP plant in the area:

A. Turbine assembly

• Type of turbine and make
• Type of Generator and make
• Type of Valves

B. Power Drive System at each MHP

• Direct Drives
• Belt & Pulleys

C. Controls & Instrument Panels

• Instruments for schemes without Load Controller (ELC)
• Instruments for schemes having Load Controller
• Protection

iii). To seek availability of premises (building) for establishment of workshop & ware house:

• Willingness of the community for provision of space (building)
• Size of space and location suitability & accessibility for workshop 
• Status of the space (No. of owners, condition)
• Identification of repairs etc

 

 

iv). To assess local capacity for establishment & operation of repair workshop & ware house:

• Availability of potential entrepreneurs/CBO for running of this enterprise
• Skilled or qualified technicians available
• Identification of training gaps

v). To develop detailed specifications for the repair work shop machinery / equipment based on the No. of MHPs and their electromechanical equipments:

• Description and No. of machines required (Lathe/Drill m/c etc)
• Estimated power consumption at the workshop and  availability source
• Tools & equipments required
• Mobile vehicle for fault diagnosing and repairs at sites
• No. of technicians (Mechanics/Electricians/Operators required at the work shop

vi). To develop detailed cost estimates / budget for the establishment of repair workshop and ware house:

• Repair of the selected premises
• Supply & Installation of Machines and equipments
• Training of technicians and operators
• Utility bills at the start-up phase; connections etc

vii). To assess the benefits of having a mobile workshop along with stationary workshop.
viii). Identification of risks; currant and in the foreseeable future which will affect this investment.
ix). A comprehensive Feasibility report  must be prepared with recommendations on site selection, size of the workshop, type of machinery required, capacity building and cost/benefit ratio for this activity.
x). Preparation of sustainability plan to be implemented after the establishment of the repair workshop and ware house.
xi). Preparation of tender documents for establishment of workshop including procurement of workshop machinery and its specifications.
